One Family, One Identity — a duplication-free family registry

One Family, One Identity

Haryana’s family-registration portal

Parivar Setu (परिवार सेतु, “Family Bridge”) maintains one verified record per family — the Parivar Pehchan Patra (PPP), also known as the Family ID — and connects every registered family to the government schemes it is entitled to.

A duplication-free registry means benefits reach the right households — exactly once.

The problem we solve

When the same person is registered in two different families, they get counted in two households — and the same benefit can be drawn twice. Duplicate registrations quietly drain welfare budgets away from the families who truly need them.

The governing rule

One Aadhaar = exactly one active family at a time.

How verification works

Four deterministic checks run on every registration, from strongest to weakest. Transparency is the point: what you see below is exactly what the system does.

Hard block

1. Exact Aadhaar match

If a member’s Aadhaar already belongs to an active family, the registration is blocked on the spot. This is the strongest, non-negotiable check.

Officer review

2. Fuzzy name + date-of-birth match

Catches spelling variants of the same person — “Ram Lal” vs “ramlal” — paired with the same date of birth. Matches are flagged for officer review, never auto-rejected.

Officer review

3. Family-relationship graph walk

Walks the graph of family relationships to surface a person who appears in two family trees at the same time.

Officer review

4. Address-cluster anomaly check

Flags unusual clusters of registrations at the same address for a closer look.

Amber cases go to a human verification officer, who sees both families side-by-side before deciding. Every decision is rule-based, recorded, and auditable — no AI ever decides a verdict.

Privacy & security commitments

Aadhaar is never stored raw

The system keeps only an irreversible keyed hash plus the last 4 digits — and always displays the number masked: XXXX-XXXX-1234

Only your own record

Citizens can only ever access their own family record — never anyone else’s.

Every action is logged

Every action an officer takes is written to an audit log, so every decision stays accountable.

We will never ask for your OTP

Portal staff will NEVER ask for your password or OTP. Anyone who does is not from Parivar Setu.
